Did the Prophet ever allow polytheists and non believers to perform Hajj after him conquering Mecca?

What would he think of today’s Islamic world of all these non believers and polytheists Performing Hajj today? Are the Sunni leaders truly following the example of the Prophet by continuing his ways?

an ayah came down to the prophet (saw) saying that non-believers were not allowed to enter Mecca. i forgot which ayat it was

    the shia’s are the ones who want a descendent of muhammad to rule
    the sunii’s are the ones who want it to be a vote

    it is uknown who is doing the "right way" because muhammed never stated what he wanted in that concern.
    i think he would not like the religion has split and become violent
