I think women can wear Ihram from home - men have to change at the Mikat. This will of course depend upon where you are approaching Makkah from. Better check with your travel agent.
Certainly when I went for Umrah and also a friend of mine, we wore our ihrams from home after wudu. and did another wudu and prayer at the Mikat.
References :
No, you can't. Unless you're a resident of Makkah, then you can wear your ihram at home, and make your intention at home.

But if you a resident of other cities, you have to wear your ihram and make your intention(niyaah) on the miqaat that are designated for you. For example, if you live in Riyadh, then your miqaat is Qarnu 'l-Man?zil which is located about 1 hour driving from Makkah. If you live in Madinah, then your miqaat is Zu 'l-Hulafa.

Please don't miss your miqaat if you have the intention to make umrah. Because if you miss it, then you'll have to go back again.

PS:

I have to edit and add my answer ... It is OK to wear the Ihram clothes, taking a shower/janabah, etc before you reach the miqaat. It is better if you do it at the miqaat. BUT ... the intention/niyaah, you have to do it at the miqaat or as you're passing the miqaat.

One time we were leaving from Riyadh by plane and my husband wore his Ihram from home. Just before we pass by the miqaat, the pilot announced it and everybody say their niyaah/intention. If you're going on hajj from another country, before you reach Jeddah airport, the pilot would also make announcement so everybody can make their niyaah/intention.

And Islaam is not democracy. Allaah has prescribed things that are allowed, things that are forbidden, and how to do some rites and rituals. If something is not correct, then it is still wrong even if all Muslims do it. We have to always go back to the Qur'aan and Sunnah, and follow how Our Prophet SAW did something.

Wearing the Ihram clothes is one thing, but saying the niyaah/intention is another thing.
References :
http://www.hajinformation.com/main/e101.htm
