What made the People of Madina welcome the Prophet ?
When the people of Mecca had tried to hurt him and kill him.
What made the People of Madina Love and Accept the Prophet before they’d even met him?
Jews and Christians of Madeena were Non-Arabs and more dominent over two Arab tribes Aos and Khazraj.
Jews and Christians always use to discuss about the expected comming of last Prophet as per signs mentioned in their holy books. Christians claim that last Prophet would be from Christians and Jews calim He would be from Jews, and always be proud to discuss this matter in front of innocent Arabs who were sattled in Madeena from Yamen.
Arabs in Madeena were always feeling ignored when they could not take part in the discussion about comming of the last Prophet. When they listen about an Arab in Makkah with the same signs, jews and Christians always used to discuss, they were very happy to hear about it that last Prophet is an Arab, so they send a group of people from them to get info. That group from Madeena visited Muhammad pbuh and become Muslim, also they invited Muhammad pbuh in Madeena.
Muhammad pbuh was almost last along with Abu-Bakr Siddique (r.a.h.t.a) to migrate to Madeena, where most of the compegnions of Muhammad pbuh including Umer bin Khattab (r.a.t.a) with hia all Muslim family members had already migrated to Madeena before Muhammad pbuh. They had built a Mosque there and they received a message from Muhammad pbuh, to start Juma’a prayer, first time in Madeena.
So all members of Aos and Khazraj tribes except few young men, were converted to Islam in Madeena and they were aunxiously waiting for Muhammad pbuh in Madeena, under the management of Umer bin Khattab, may Allah be pleased on them all.

Not all of the people in Makkah were trying to hurt the Prophet. The Prophet had sent some people to Madina and the Muslims there grew. subHaanallaah God opens the hearts of whomever He Willed in Eternity.

The Prophet (pbuh) had the excellent character. Everyone who talked and met him were impressed by his noble character. And some of these people were the people of Madinah who went to Makkah to perform pilgrimage and were able to met the prophet. Upon hearing his message and the seeing the nobility of the messenger, they converted to Islam. When they went back to Madinah, they spread the message of Islam and converted most of the Madinah populace. So when the prophet came to Madinah, the Muslims were already growing in numbers and influence.
The Jews were also many in Madinah at that time, they always remind the Arabs of a coming prophet that will establish peace and order in Madinah. They used to describe the physical features of that prophet (even the hairstyles) as found in their old writings and traditions. So mentally the Arabs of Madinah were already prepared of a prophet that will visit them. This is long before the Prophet Muhammad was anointed as a Prophet. So when the prophet was seen by the Madinan Arabs in Makkah, they were already convinced that he was the prophet whom the Jews were referring to. All the traits and physical features told by the Jews were to be found in the person of the Prophet.
I hope this could help…

In short, there was little peace in Madina at the time because of so much inner fighting (amongst tribes and leaders). They had heard of the Prophet and invited him to come and be their leader. There he established the first real constitution, and all citizens (of whatever faith) were protected by it.
Space lover also had a good answer.
