Saudi law allows a woman 45 and older to go on Hajj by herself. Islamically women cannot travel save and except with a mahram. This condition also applies to the Hajj or Umrah because it is for the protection of the woman. A woman is not physically able to stop a man from preying on her and harming her honor. She could fall prey to bad men who wish her harm. So the mahram for travel is there to protect her and keep her safe. I do not know what the woman does if she's a convert and wants to go on Hajj. From the Saudi Embassy website: 5.All women are required to travel for Hajj with a Mahram. Proof of kinship must be submitted with the application form. Women over the age of forty-five (45) may travel without a Mahram with an organized group, They must, however submits a no objection letter from her husband, son or brother authorizing her to travel for Hajj with the named group. She wrote a letter when requesting her visa from Egypt explaining her situation and was granted permission to perform Hajj on her own.
