Why didn’t prophet Muhamed tell all women the rules of hajj before commencing it?

Aysha got her menses during hajj , at that time only the prophet told her what to do and what not to do . Other women could have had the same situation so was it Aysha who informed every woman what to do . Why weren’t the rules related to women during hajj or during menses said to all of them by the prophet and weren’t left to private questions or circumstantial events ?

Volume 1, Book 6, Number 293:

Narrated Al-Qasim:

‘Aisha said, "We set out with the sole intention of Performing Hajj and when we reached Sarif, (a place six miles from Mecca) I got my menses. Allah’s Apostle came to me while I was weeping. He said ‘What is the matter with you? Have you got your menses?’ I replied, ‘Yes.’ He said, ‘This is a thing which Allah has ordained for the daughters of Adam. So do what all the pilgrims do with the exception of the Taw-af (Circumambulation) round the Ka’ba." ‘Aisha added, "Allah’s Apostle sacrificed cows on behalf of his wives."

Basically, the rules of Islam came slowly over the space of time.

So not all the rules were given at all once.

So when our mother Aisha (may Allah be pleased with her) had her monthly cycle, it was not part of the law until after it was clarified at that moment.

This also defines the area of the Harram/ the sacred area in which women on their menses cannot legally enter.

The revelation and the sacred law of Islam was not given at once it was given at stages. Everyone knew the rules of Hajj at that point but when more rules came then they were clarified.

I hope this makes sense please email me if it does not.
